How to upgrade the Open gl.

My laptop is XPS17 bought in Feb this year. I recently install the software which showed the error massage"requires the missing Open GL Extensions Gl_EXT_bindable uniform" while opening it. I guess it's probably my open gl is 1.1 version, so I tried many ways like updated graphic card and any ways that can  upgrade the version of open gl, But oddly it remain 1.1 version. Dose anyone have suggestion? Or is it a bug?
