Inspiron 1318 PC Restore Issue

Hello,

I am trying to restore my Inspiron 1318 back to it's original factory settings due to an issue with Windows 7.  I press the F8 and to enter Advanced Boot Options, select Repair Your Computer and press enter.  The blue windows 7 screen appears, but does not display any other menus.  I've let it sit for several hours and it never goes to the Admin login screen.  Is there another way to get to the Dell Restore PC program without using the recovery DVDs?  Please help!!
