Overclocking CPU from 3.0Ghz to 3.4Ghz on i9100.

The data for my pc telling me that I can have max 3.4ghz. Does this means I can be able to overclock it to 3.4ghz or just by upgrading? And how do I enter to config the bios for i9100?

DATA for my dell i9100. Dell configure told me this:

that means that it will support a replacement p4 3.4ghz cpu
