Powering up issue
I have a new Inspiron 15R touch and when I log off and shut down I can't turn the lap top back on later on with the power button. I shut it down and left the lid open and power supply in.
The only way I can get it to restart is closing the lid and disconnecting the power supply and then opening the lid and push the power button.

Hi Robo911,
I understand you are able to turn on the computer only when the AC Adaptor is disconnected and when you close the lid/ open the lid then push the power button. Request you to use the below link and update BIOS and video drivers:

Input system service tag, select right operating system, update BIOS and download video drivers (based on the type of video card that you have).
Now check if the same issue happens.
