Webcam malfunction PLEASE HELP.

   Yesterday I was using my Facebook for a work call. We webcammed and like it always does, the video lagged and froze, so I manually turned my laptop off. When it turned off completely, my webcam light that indicates it's still on, was staying on, and is on at this very moment. I uninstalled the Dell Webcam Central and the light was still on. I tried to re-install it, but it kept saying that no resource was found. Please help! I always use it for my work calls so we can get it done faster.  I have a Dell Inspiron 10.
