What driver to recognize PCI card?- D830 Latitude laptop

Hi:

I upgraded from XP to Win 7  (32)- I want to use a Roswill RC-615 USB 3.0 PCI card, but the system doesn't flicker... when I plug it in?-

I think I  installed Roswill RC-615 & Renasas 3.0 drivers first Per CD Instrictionsm, but the NEC drivers don't show in Device Manager /USB controllers (per User Manual)?

Support doesn't list PCI card recognize... drivers for Win 7 (32), but Vista (32) drivers should install OK- I went to Roswill Support, but downloaded drivers are for Upgrade Only (Catch 22).

Any suggestions would be appreciated?
