latitude x1 bluetooth light flashing

i formatted and resintalled xp pro sp2 and drivers from original disks. The bluetooth light on the status bar at front left of computer is rapidly flashing. Why? Can someone tell me how to turn it off? Device manager says BT is installed correctly. Thanks
