Administrator auto-login and First run

I have what I think is an interesting problem that started in 1803 and continues into 1809.  In my workflow, I enable the builtin admin account and set up the autologin to happen once to do my first run script.  When the autologin happens, it happens a second time even though I have made sure it's configured to only do it once.  I set it to zero to see if it would run just run the one time but that doesn't work either.  The script runs whenever I log in manually in that case.  I'm at a loss after the second autologin happens it behaves completely normally.  I cannot wait to find out what I am doing wrong.
