Black Screen with cursor Latitude 5300 after Restoring with Image Assist

We are deploying 1803 via image assist, however after the restore is completed after the first reboot I get a black screen with a mouse cursor. It stays on this screen for about 30-45 minutes and will eventually reboot and the continue the process.

I have tried two driver packs (The current 04 & the yet to be released 05), updated BIOS from 1.0 to 1.2 and then 1.4. on two different 5300 devices with no success.

The reference image was captured on a Hyper-V Host using a Gen 2 VM.
