Dimmention 4700 Overheating

I recently replace Pentium 4 2.8 Ghz cpu with a Intel Pentium 4 640. I properly applied thermal paste and took precautions.

I also replaced the 160W power supply with a 350W power supply.

I upgraded the RAM to 3 GB.

I found that the heat sink is remaining hot even after shutting down my pc.

The original cpu was a 32bit Prescott cpu. The new cpu is 64 bit.

The model of CPU you chose uses too much power for a Desktop case.

Neither the voltage regulators nor the Heatsink are the proper model.  84W Prescott cpu's cannot be dropped into northwood models without consequences. 1.475V-1.55V is too high for a  1.2v Prescott.

This model is too old and too slow to be usable for anything.

The original cpu was also a Prescott cpu. It was Pentium 4 520.
