The Inspiron 24 3459 doesn't have a video-OUT port which you need for a 2nd monitor. The HDMI port it has is only HDMI-IN which you'd use to connect a DVD player, xBox, etc to this PC.
But, you can use a USB3>{video} dongle for the second monitor, where {video} is the type of port you'd use on the second monitor. So USB3>HDMI, USB3>DisplayPort, or USB3>DVI.
Just make sure the dongle supports your version of Windows, and the "native" (also called "recommended" or "optimal") resolution of the monitor that will be connected to the dongle. Not expensive and easy to set up...
