The following should help. The first link will get you the original OS that came with the system. The second link will allow you to download Windows 10 Media Creation tool. You did not state which version of Windows you are looking for.

Easiest Way is to buy an OEM system Builder DVD for windows 10.

No point in doing 7 or 8 now.

Otherwise you use the Dell Recovery Tool and USB 2.0 flash drive of 16 or 32 gigs only.  USB 3 devices DO NOT WORK.

3RD way is to use Linux and Download the Windows 10 1903 ISO then use Brasero to Burn the DVD to a Dual Layer DVD disk

The option is to use Windows 10 media.

You install with the "I don't have a key" option.

You then boot and go online and activate using the windows 7 home or pro key from the COA sticker.

Windows 7 is end of life and the digital river downloads for windows 7 are gone now.

There is no windows 7 media available and there wont ever be.

if your system was downgraded from windows 8 it has the key in bios and you won't need a key as windows will install without asking for a key.

Client operating systems End of mainstream support

Windows 8.1 January 9, 2018
Windows 7, service pack 1 January 13, 2015

Prior versions of Windows, including Windows 7 and Windows 8.1, will not work at all on new processors and chipsets for Intel, AMD, NVidia, and Qualcomm.Windows 10 is REQUIRED now as is 64 bit version.

Why dont you try the Image restore on your computer, and you can simply use taht to restore as well as create a restore disc.

here is the tool

https://www.dell.com/support/home/us/en/04/Drivers/OSISO/recoverytool

if this fails. then you get to buy windows again,.   w7 is already mostly dead now at MS. for sure soon  totally.

what you PC had new and its history of upgrades (HDD erasures) nor what license you have (w7pro yes) or stored in BIOS IDK.  but the licensing issues is the only problems big.

if PC was w8 at some point ,not sure if MS would allow w10 upgrade for free, IDK, MS can change the rules at their desire. or IF PC was down graded from w8 (vastly popular in 2014) all these facts have bearing.

in the blink of an eye, (OEM licenses are not Retail Licenses of the OS, but MS has made some exceptions on this rule.)  Personally ID buy a w10 license and just run that.  (w7 is EOL)

here is the main page, it's not so good, weak on (what PCs does it support, list? , by age or model? but does say windows 64bit only. nice clue that. and unstated by you w7pro 32 or 64bit?

can we assume the old w7 is dead, ? or corrupted, and no image disks made when it was  alive and clean?  PLease tell me how  the  creation too runs, above,  I can't do  it  ever here, so....

page 69  in your manual Me and My Dell,

https://downloads.dell.com/Manuals/all-products/esuprt_desktop/esuprt_inspiron_desktop/inspiron-3650-desktop_User%27s%20Guide_en-us.pdf

it clearly states not available on all models or  countries. so...……..

page 70 starts out like this.

this path erases all data, and all of YOUR APPS.

goes back to DAY 1 new. state. OK if that is what you are attempting, not stated by you, full GOALS !

Turn on or restart the computer.

2. When the DELL logo appears, press few times to access the Advanced Boot Options window.

NOTE: If you wait too long and the operating system logo appears, continue to wait until you see the Microsoft Windows desktop; then, reboot your computer and try again.

  1. Select Repair Your Computer. The System Recovery Options window appears.
  2. Select a keyboard layout and click or tap Next.

if the HDD was erased before or replaced or upgraded to SDD< now be the time to say that. ok?

--------------------------------- now my thesis on windows is installs  or fresh recovery-------------

Given HDD tests good no SMART errors, but windows 7 pro (32/64? ) is fully corrupted or new DISK installed,

so what are all solution,

  • The F8 partition restore,  per your manual linked above. (oddly missing on some dells per the book)
  • The DELL USB install kit if and only if it still does w7, my guess is IT IS NOW DELETED forever. IDK.
  • Buy W7 disk that is NOS , new old stock seen on ebay,  yes with COA sticker, not lost.
  • The disk any disk might like the COA in your BIOS IDK, but we all cross fingers for you. always.
  • Buy W10 from MS.com.  it's there to buy 24/7 and 64bit  and install it, and W7 is NOW DEAD.
  • lets say long ago, you did the personal image backup and you still have , covered in the book above, do that.
  • did I get them all?   I did this because  we don't know current status of PC NOR history of HDD replacements or OS down grades or anything like that.  but GOOD LUCK!

How could I create a restore disc?

RTM your manual covers that, just before page 70

see my last link it is to your manual, and amazingly covers all ways to restore.

But finding ISO.  that work is a whole other matter, for w7,  ok

is your w7 pro 32bit or 64bit? unstated yet.

nor why you are doing this,?  is your w7 corrupted, or missing  or  just what?,  put us on the same page and bingo.?
