Inspiron 3847 - Great Upload Speed/ Slow Download Speed

I have an Inspiron 3847 with a Realtek PCIe GBE Family Controller.

 I recently upgraded my internet speed to  400 Mbps up and down but on my Dell  I get only 100 down and typically over 400 up.  I've swapped ports on my switch and changed cables (use newer ethernet 6 cable).  I know it is unique to the Dell since I have another PC that connects via ethernet to the same switch that  is over 400 up and down at the same time.

 I have run Dell's diagnostics and it tells me the drivers are up to date (even though the date on the Realtek PCIe GBE Family Controller10.3.723.2015) .

I have also disabled the EEE for the Realtek PCIe GBE Family Controller.

Any help would be appreciated
