Inspiron 5675, CPU cooler upgrade, #4

Hi i have the inspiron 5675 R5 1400, rX 570 version and i recently upgraded the r5 1400 to a r7 1700x. I was wondering if it is possible to get a better CPU cooler and if so which one would i get, i would like to get liquid cooling but i am not sure which liquid cooling would work (if possible) and if i do get a liquid cooler, wouldn't i also need to upgrade my PSU as well?
