Do you have an add-in video card (which one?) or only using onboard Intel UHD Graphics?
What type video port on PC is used, and on monitor? If you have an add-in video card, the monitor should be connected to the card, not to any onboard Intel Graphics port.
For starters, see if you can open BIOS setup by rebooting PC and tapping F2 when you see the Dell splash screen. Look around in BIOS setup, probably on the Exit tab, for option to reset BIOS to its default settings. Confirm that selection and exit setup. PC should reboot automatically.
Let us know if resetting BIOS solves the problem, or not...
If booting is taking longer, I wonder if one of the default BIOS settings isn't exactly right for your system. For one, open BIOS setup, and confirm that Windows Boot Manager is first on the boot options list. Be sure to save the change, if you make one, before exiting setup and see if that helps...
