Bloatware reinstalling itself?

I'm prepping 2 inspirons right now. I've noticed this on Dell machines before, but thought maybe I was just mistaken.  This time I am 100% sure.  Both of these laptops, I logged in, uninstalled crapware (Dropbox, Partner Promo, McAfee Personal Security in particular).  Later, after doing Windows updates and rebooting, these things were back.  On BOTH laptops.  I'm honestly pretty upset.  This is marketed as a BUSINESS LAPTOP.  As an IT Manager, things like this influence my decisions.

Has anyone else experienced this?

Add Skype, Xbox, Xbox Live and "Office" to that list, though these are probably more on MS than Dell...

A while back, I bought an HP with a similar experience. I had to go to McAfee's site to actually remove the software from the PC. I prefer doing fresh OS loads, but sometimes even the mfgr's drivers don't properly load.

Dropbox is another Microsoft bloatware.

When I clean install Windows 10 I don't have McAfee. Never seen Partner Promo or know what that is.
