Can i upgrade the ram?

Have an Inspiron 15 7579 2-in-1. Will it hold more RAM or is 8GB all I can do?

The system will take up to 2x8 = 16 G.

Thanks. Saw that and wasn't sure. 64G 8-bit limit. Is it the processor or the OS that determines it? Or both?

Both, but unless you installed a 32-bit OS, you have a 64-bit OS -- and the CPU is already 64-bit capable.

Lot's of 32-bit apps. Not OS. Based on that how can I determine if I need more?

Unless you installed a 32 bit version of Windows, it's 64 bit from the factory install.
If you're running out of memory, you may need more, but if the system has a spinning hard drive, replacing that with a solid state drive (this version is SATA only - no NVMe) will make a bigger impact on performance than going from 8 to 16 G RAM will.
