I had purchased a Dell 13 5378 i3 7th gen in 2018. I want to know whether it is SATA 3 Upgradable or Not?

As phrased, since there is no such thing as "SATA 3", the answer has to be no.
Best guess is that you're asking about using a 6 G/s SATA drive (hard drive or SSD), in which case the answer is yes, the system supports a single 2.5" SATA 6G/s drive.
