No -- as with just about all Inspirons of recent vintage (this one included), there is no TPM in the system.
If you want a TPM, you need an XPS, Latitude or Precision model. You'll find the same for most other brands - consumer-grade notebooks almost always exclude TPM.
I bought my Inspiron 5570 notebook in July of 2018. I did some research and found that it can be modified/updated so it can run Windows 11. I went into the BIOS and turned on PTT. TPM 2.0 showed up on my Device Manager. under "Security devices". Run tpm.msc to prepare it to be ready (Windows + r)..

Hi Kid824,
I am using Dell Inspiron I7 5500U. Could you please tell me, how to enable PTT in BIOS, I couldnt find this option.
Also, I dont see, Security Devices, section, in the Device Manager.
Your help would be much appreciated.

The 5500U CPU pre-dates PTT functionality -- there will be so such setting, as the CPU does not support it.
