G5 5590 Turbo boosting the CPU whenever it is plugged in

My laptop whenever it is plugged into power decides to turbo boost to 4ghz when it is unnecessary and gets hot causing the fans to ramp up when nothing is happening. when you unplug it just stops boosting and goes down to around 1.5ghz and sits at a normal temperature. I am getting this information from Alienware Command center and I think it is the thing causing it because when I uninstalled it, it stopped occurring however when I try to play games it doesn't turn the fans on so it gets really hot.
