Anything Core 2 Duo or later will take 64-bit Windows.  That said - no, you can't upgrade 32-bit to 64-bit -- you must do a clean install followed by reloading and configuring everything.

If you have plans to continue using the system past January 1, 2020, when all updates for WIndows 7 cease, take the time to install 64-bit Windows 10 - there's little sense spending the hours worth of work to install 64-bit WIndows 7, when you'll have to upgrade to 10 in just over a year anyway.

From the Dell specs..so yes. However you are running a 32 bit OS so you will only be able to access 4 GB maximum. You should consider a 64 bit OS to go higher such as Windows 7 64 bit or Windows 10 64 bit. The 1564 came with a 64 bit OS, are you sure you have a 32 bit OS?

Memory capacities
1 GB, 2 GB, and 4 GB
Memory type
DDR3 1066 MHz
Memory configurations
2 GB, 3 GB, 4 GB, 6 GB, and 8 GB
