Welcome to the Dell Community,
Yes you should be able to replace the CD/DVD with an SSD.
I am not sure if it could be bootable but will definitely work as extra storage.
The hard part is finding a CD/DVD caddy with a matching face plate???
I have used them on other HP and IBM laptops and they manufacture caddies with matching face plates
I have not found that to be the same with Dell.
