Easyest fix is to backup your data an refresh the windows installation.
Its too big for me to see what it is.
You should check the task manager and see whats running.

Looks like a file folder icon. Did you ever pin a file to the taskbar or desktop? Right click on it and see if you can remove it by unpinning it.
