I doubt you'll get it fully functioning, although honestly even in a best case scenario, "fully functioning" would be a misnomer when it comes to using Windows 98 here in 2020. Out of curiosity, why do you want to use Windows 98? And what are you doing with it that couldn't be done in a simple virtual machine?
@EthanF44Dell only provides Inspiron 6000 drivers for Windows XP, which is two generations newer than Windows 98, so it's likely that Windows 98 drivers for that system don't exist. I'm not even sure why you'd want to use Windows 98 anyway. No Web browser that would work properly with today's websites would install on that OS (and you'd probably have similar problems with all sorts of other applications), and Windows 98 doesn't even support WiFi or USB 2.0. Even Windows XP at this point is almost 20 years old and hasn't been supported by Microsoft for years now, because Windows 7 -- which is 2 generations newer than XP -- just got dropped from support this past January.
If you need to use Windows 98 for some reason, install it inside a VM.
