Backlit Keyboard for Inspiron 17R SE (7720) not functioning

I swear my backlit keyboard used to work, not sure when it stopped. It may have been as recently as when I updated to windows 8.1 or possibly long before that, I'm not sure.

I have the function symbol on but it doesn't do anything when I do . Also in the mobility center, I have no applet for keyboard backlighting as I have seen in the screen shots from other forum posts. I am running BIOS A16 and have updated all of my drivers since I upgraded to Windows 8.1.

Any suggestions?
