I got this too on my Inspiron 8000 with a new battery I bought from another vendor (not a DELL brand battery). It never did hold a charge. Is yours new or was it working and just started doing this?
Check the battery status light — If the battery status light flashes orange or is a steady orange, the battery charge is low or depleted. Connect the computer to an electrical outlet.
If the battery status light flashes green and orange, the battery is too hot to charge. Shut down the computer, disconnect the computer from the electrical outlet, and then let the battery and computer cool to room temperature.
If the battery status light rapidly flashes orange, the battery may be defective. Contact Dell. See your Owner's Manual for contact information.
Driedwater, what wound up happening in your situation?
I've also got an 1100, just over a year old (and just out of warranty) with the same flashing orange/green battery light. The battery does charge and will run the laptop, but am I facing an impending failure? Is this a bad battery, a bad AC adapter, or a problem with the laptop itself?

It was the battery. I was able to get my replacement under warrenty after going through all the steps Dell told me to go through to prove it was the battery. When I put in a new battery, the light stopped blinking.. and of course longer battery life once again. Its a shame these batteries can't last much longer than a year, considering I use my laptop a lot. I too was able to charge up and use my laptop alone with the battery but this light was annoying me... and battery life was extemely short.
