Brand New Battery will not charge past 34%

So, I just paid a ridiculous amount of money to get a new 9 cell battery from Dell for my Inspiron 1545. After installing it, the battery meter will not show above 34 %. I charged it overnight. I have powered down, unplugged and re-seated the battery several times. No go. I am running Windows 7 Home Premium, if that matters. Any ideas? Oh, my previous battery was a 6 cell.
