Brand new Latitude doesn't work

Just opened up my brand new latitude laptop and can't download any software from the Internet (flash, java, microsoft office). It starts to download, and then just freezes. After talking to 6 different people at Dell's technical support, they have literally left me on hold indefinitely. The only person who said they could help me is a software specialist who wants to charge me to fix a problem that came with the laptop. I have not even been able to use my laptop and they want me to pay.

Any help would be greatly appreciated before I pack this thing up and ship it back.

If you are able to browse websites then it is unlikely a hardware issue.  It could be the security browser settings, or browser addons blocking downloads. A quick test is downloading a different browser and see if it makes a differnce. 

One quick way to determine if is an application or utilty outside of Windows boot to safemode with networking by starting the system and tapping F8 and choosing safemode with networking from the menu.  Log on and try a download, if it works then you at least know it isn't a Windows setting.

You may also want to check your security software settings and see if the Anti Virus or Anti Spyware programs are blocking downloads.
