CPU frequency down to 2.1 GHz with only 66 °C on Inspiron 15 7567
Hello
I am using Inspiron 15 7567 with i7 1TB HHD+256GB SSD with the up-to-date BIOS 1.0.4.
I use the default settings in Intel Extreme Tuning Utility and start CPU stress test and FurMark to stress test it. From the diagram below. At the 3rd minute on white line. The CPU temperature hit the 80 °C and suddenly frequency down to 2.1Ghz and never raise up even it is only 66 °C.

Update: I confirm that 14393(1607) still happens throttle. The different is that 14393(1607) starts to throttle after 20 minutes game playing while creators update starts in 3 minutes. I chatted with Microsoft technician with remote desktop. They say that it may caused by hardware thermal strategy which is related to driver or BIOS setting. Throttle is not controlled by windows system.
HI, I am back. I have confirmed that the CPU throttle is caused by creators update(15063). I have a old laptop - Acer V5-573G. It has i5 4200U and GT750. It is a low voltage CPU and heat dissipation is good on that laptop. It usually works on 2.4GHz with full load. Before the creators update. It always works fine. But after update. The CPU throttle to power consumption 15W when GPU Is running. After GPU starts a few seconds, the CPU work only on 1.8GHz with 70 degree.
Let's talk about the inspiron 7567. I update the BIOS to 1.10 and throttle still happens. I reinstall the Windows 10 to 14393(1607), it no longer happens CPU throttle any more. The CPU full load on (3.3Ghz) even it is 93 degree when GPU is running.
About the autumn creators update(1709 or 1710?), I install it today. The version is very close to RTM which is 16299.15. DO NOT HOLD TOO MUCH HOPE.
I test it with furmark + AIDA64. This version still has throttle like creators update 1703. 16299.15’s throttle is radicaller than 1703. It limits power to about 13.5 W. The CPU now only works on 1.8GHz when GPU is running.
Now I return to 14393(1607), and uses group policy to block function update to forbid the Windows update to 1703 or later. I still open the Windows update on quality update. So that I can still receive safety update.

This issue is affecting all 7567's and I don't understand why people aren't speaking up. I'm assuming it's because they just don't understand what's happening - or maybe don't notice it.

This is not a thermal throttling issue but appears to be an issue with the drivers/bios version regarding power delivery.

This is caused by a power delivery issue. Could be driver related.
DELL needs to address this. This is a major issue for this laptop:

I solved this problem need to remove "Intel(R) Dynamic Platform and Thermal Framework". Remove all "Intel(R) Dynamic Platform and Thermal Framework" in device Manager must stay 3 unknown devices

No fix, new BIOS still happens throttle. And it may not relate to creators update. I stay in 14393(1607), however, it still has throttle. The different is that 14393(1607) starts to throttle after 20 minutes game playing while creators update starts in 3 minutes. I can confirm that throttle in 14393(1607) is not caused by thermal throttle, because the temperature is 67 degree of CPU and 64 degree of GPU.

I have tried, sometimes, it works. I but It will restore automatically by windows.
"Intel dynamic platform and thermal framework" is an important driver for Kaby Lake CPU. I don't think it is a sustainable solution.
Also, Disable C-States Control and Turbo Boost in BIOS may help, but it limits CPU performance and it still have throttle in Win 10 1703. Sometimes, throttle in Win 10 1607.

i put tdp @35w 1.7 ghz and have win 10 1607 played witcher 3 @ ultra settings no frequency drop below 3.3 ghz played 2 hours straight. so the Intel Dynamic Platform and Thermal Framework must be at fault in this situation i guess ? also the cores temp didnt exceed 72°.

its maybe due to the realtek driver try uninstalling it and use the high definition driver its uses less cpu power but the subwoofer dosent work

I don't think so. I have been already using the high definition driver instead of the realtek driver for some time because of popping in headphone port. But that still throttle, I remember.
