CPU frequency down to 2.1 GHz with only 66 °C on Inspiron 15 7567
Hello
I am using Inspiron 15 7567 with i7 1TB HHD+256GB SSD with the up-to-date BIOS 1.0.4.
I use the default settings in Intel Extreme Tuning Utility and start CPU stress test and FurMark to stress test it. From the diagram below. At the 3rd minute on white line. The CPU temperature hit the 80 °C and suddenly frequency down to 2.1Ghz and never raise up even it is only 66 °C.

New Bios .. - 1.2.0
- the system is more stable
but the frequency still drop ....
I'm starting to think that Dell dont see this as a problem.

Any fix still throttling. But it's not thermal throttling it's power limit throttling ... Why.....

I don't have any problem with 1607 version of Windows 10, but I think it's not a real solution, to revert back to an older OS. or disable turbo boost...

1607 will not fix this, it will only take longer than before to occur, but it will. Only Dell can fix this with a bios update. But they are too lazy for doing it.

Dell needs to disable the throttling, what's wrong with them? Are they *** on customers?

A similar issue is well known on XPS 9550/9560.
Power limit throttling after some minutes is carried out by Intel DPTF, because the voltage regulators
(VRM) area overheats. Mind the overheating is real, indicated by other sensors, although the CPU and the GPU may not be excessively hot. By killing DPTF one is bridging a thermal fuse.
Look up iunlock's mod for the 9560, perhaps a similar approach may be applicable.

I think, the cause of the problem is the 130W PSU.
i7 7700HQ CPU TDP:: 45W
GTX 1050 Ti TDP: 70W
It is 115W, more with turbo, and i did not count the TDP of the, display, RAM, SSD. HDD. Keyboard backlit, ports, wifi, etc.
I think the original power supply is too small, on high usage it's overheating, and there is not enough energy for the complete system.
I think the solution is a 180 Watt power supply, unfortunately, I don't have one, to test it.

Ok, I have a workaround.
Revert back to Windows 10 1607
Update Intel Dynamic Platform and Thermal Framework to 8.3.10203.4295
Undervolt CPU, Cache, iGPU, System Agent by -100 mV by XTU or ThrottleStop
I have no Power Limit throttling anymore. I got stable 3,38 GHz
