You're going to have to bump up the price you're willing to pay if you want switchable graphics.  With decent video and that feature set you need to budget nearer $1,000 than $800.

No, you cannot - the video chip is not a separate card.  It is a part of the mainboard - it cannot be upgraded either before or after purchase.

You can only order what shows on the website - unlike in the past, notebooks are not built with replaceable processors or video cards, so the RAM and hard drive are about the only options you can change (and sometimes, not even those).

Actually, very few notebooks these days have replaceable video cards -- and certainly nothing in the sub-$1,500 range will.

You are misunderstanding the expression "Switchable Graphic Card", it doesn't mean that You can replace the graphics card inside a notebook, here is what it means:

The Intel Core i series CPU's have included a small graphics card, called HD xxxx, ie. Intel Core i5-4200U has integrated the HD Graphics 4000, and Intel Core i7-4500U has integrated the HD Graphics 4400.

The HD xxxx integrated graphic cards can't play high end games, but they don't use a lot of power, so they are good for Your battery performance.

A lot of laptops come with a separate graphics card for gaming, which is a lot better  than HD xxxx, it is typically integrated on the main board of the laptop, and can't be replaced.

Windows can automatic switch between the HD xxxx, and the separate graphics card, if needed, that's why it's called  "Switchable Graphics".

The separate graphics card is only used when needed, in order to make the battery last as long as possible.

     Is it official. Dell does not offer socketed laptop processors any longer? I ask because I knew it was a matter of time before I had to purchase re-work equipment. I've been lucky so far If thats the case. AND Do you happen to know if the 7 beep code applies to BGA processors?

All current Intel CPUs ending in U for notebooks are BGA (soldered).  If you look at Intel's roadmap, it plans to convert all mobile CPUs and many desktop CPUs to  BGA-only format.  The majority of the Haswell mobile CPUs are of this design.

Don't know about the7-beep code but it's been my experience that CPUs very, very, very rarely are the cause - much more common is a mainboard failure.
