Change PC Settings doesn't work in Windows 8.1

Would like to reset my Dell Inspiron 15 to factory settings (back to Windows 8)


I upgraded to Windows 8.1 and the button "Change PC Settings" does nothing.


I've done a number of things I found on the internet, like changing registers to no avail (gets worse)

Also called Dell customer support and gets complicated (they want to know details of ownership and I got this as a gift)


Is there a command prompt to reformat the machine?

HI Juan,

After you install Windows 8.1, you won't be able to use the recovery partition on your PC to go back to your previous version of Windows.

In the video the fellow presses CHANGE PC SETTINGS and it does something.

In mine it does nothing. That is the problem. I'm stuck... I've spent a number of hours before posting here....

In the old days I would have done "Format C:" from the command prompt.... Is there anything like that available?

I am REALLY disappointed at Dell.
In the past 10 days I must have called 5 times from OVERSEAS. Spent 10 hours minimum. Probably spoke with FIFTEEN guys... (which, by the way I could hardly understand).
One guy wanted me to cough up $120 bucks for software warranty extension.... not nice...
And EVERY time I had to give ALL details over and over again... serial number, spell my name, address, I mean the DEA would ask less questions if I was found dealing
All I wanted was a simple straight answer. The solution was soooo simple:

Just press F12 on startup... follow the instructions... Couldn't someone have told me that?
Michael Dell: Do you get to read these posts? I think you should take note...
I doubt I'll be buying Dell again anytime soon.... And by the way I just did a Harvard Business Case for my MBA where I spoke WONDERS about Dell....
