Currently run Windows XP on Inspiron B130
Will this laptop run Windows 7 or 8? Is the graphics hardware a critical concern?

If you can upgrade the laptop to 1Mb then you could install Windows 7 32 bit. Graphics hardware would be a critical concern. I would suggest getting a newer Dell with Windows 7 64 bit and at least 4Mb of RAM. Your Inspiron would be very slow and limited in what you can do with it.
