Dell 1909 overly sensitive mouse

I have a 1909 Dell desktop with a wireless keyboard and mouse

A few week ago i noticed in Internet Explorer using the mouse to surf pages it would click forward and backward several pages overly sensitive

also noticed i could not highlight to cut and paste and will not hold side bar to scroll

i have adjusted mouse settings in Windows 7 installed and deleted the Dell issued software changed batteries but it really bugging me is a mouse issue or software issue?
