Dell Inspiron 1600 New Battery Won't Charge

Faulty adapter or faulty system board - which model is it?  There is no Inspiron 1600.

oop's 6400 - charge indicator flashing between Green and Orange.Charge meter indicates 66% charge,but was higher.When a/c power disconected computer switch'es off.Battery was purchase from the Battery locator in Hong Kong and has not chared since insertion into Laptop.

Could  be a faulty battery - given the LEDs.  Try that first.  If a replacement Dell battery won't charge, then try a new AC adapter, and if you still get nothing, then the mainboard is faulty.
