Dell Inspiron 5520 not starting.

I have a Dell inspiron 5520 that i purchased in October 2012. It is not starting. When i try to start it with battery, it immediately stops. When i try to start it without battery, it immediately restarts and gives continuous beeps with 2 beeps and pause. What can i do to fix this issue?
