Dell Inspiron Audio Static

I have a dell inspiron 10 laptop that i got about 2 months ago. It randomly just starts to have a really loud noise come out of the speaker like a super loud static. I have to cover my ears its so loud. The computer can't even get that loud with the volume turned all the way off. When i press the mute, it still makes the noise and i have to restart my computer in order for it to stop. It sometimes happens once every two weeks or so but it even continues sometimes after i restart. It is driving me crazy and if anyone could help i would really appreciate it!
