FN+F2 means that if you want to work on notebook with charger without charging battery. :)
Try this option if you have 50-60% battery and turn on your charger to notebook. Then press FN+F2.
I have the same problem with FN+F6 but other options works very well... . I have Windows 7 Professional 32bit.

I had the same problem with my Dell 3700. I downloaded the Dell 3700 touchpad driver, rebooted, and the problem was corrected. My touchpad does not actively change my cursor location unless I touch the left-button. I can now type freely without the fear of my cursor repositioning where I type. Here is where I got the driver:
