Dell xps 13 ALT button for paste special in microsoft excel 2007

Hi, I received my dell xps 13 just last week. I am used to having those bulky laptops since the keyboard has its full blown capacity.

I am a microsoft user, excel and word. I have a concern which I hope you can help me figure out. the ALT button on the right side of the keyboard does not naviagte for PASTE SPECIAL when using microsoft excel.

So if you click ALT command there should be letters coming out in the upper portion of the screen prompting you what could be your possible shortcut for paste special. The ALT on the left side of the keyboard when pressed navigates for a shortcut. What is the difference of both ALT buttons on the keyboarD?
