DirectX 9 fix on AMD Radeon HD8850M, inspiron 5537 15R

Dell, please make an update for the mentioned GPU's driver on Win 10 platform, cause i have several issues caused by the outdatedness.

I already have some threads among microsoft support and AMD support, please read it.
