Download's keep getting stuck!

My downloads keep stopping about 1/3 of the way through every time. Even while updating and watching hulu and netflix stuff. Any help would be great.

Things attemted

Download Manager: works for internet downloads but not updates and things with download managers built in.

Reinstall windows: Tried it with no luck

Driver updates: no luck here

Again any help would be great.
