Probably a question better addressed with a Microsoft Q&A....But here's what I found via TechNET. Be aware that you haven't provided any details about what's causing this error to appear so read the docs carefully before you install.
"If you are receiving this error message, you need to install the .NET framework from:http://go.microsoft.com/fwlink/?LinkId=17153"

When do you get it? Startup? When opening a program? When attempting to update Windows? What system? What OS? Need LOTS more information. It is impossible to answer at this point.
