Help with Dell Inspiron 3558

Just bought a new Dell laptop. It has decent specs: windows 10 with i3-5015u(2.1ghz), Intel HD 5500 graphics, 4gb ram, 1tb HDD.  Even though the specs aren't that bad, my laptops really slow. It's been like that ever since I got it. Takes a while to boot up. When it boots, the task bar and windows menu are really slow to load. I can't play games because my laptop crashes after I exit. I jut bought this laptop new. Why is it so slow?

The three limiting factors:

A relatively weak CPU (and GPU),

The 4G of memory and most of all,

the conventional hard drive.

This system should be find for web browsing or word processing - it's just in no way shape or form a performance system -- nor is it for gaming of any caliber.

Should I get it replaced? It sometimes freezes during loading screen and then takes me to login. I have a desktop PC at home with an AMD Athalon II x64(3ghz), 3gb RAM and 500GB HDD. It boots up in seconds. My desktop is much weaker than this laptop so I dont really understand why the other boots faster.
