The Network Controller is not the network adapter. You do not show a network adapter (aka network card) in the Device Manager. Did you reinstall drivers recently? If so you did not install the chipset drivers that must be installed first before all other drivers.

Provide the hardware IDs so we can identify the drivers required, see my instructions here:

Also state your model of Dell and if you installed Windows 7 64 Bit or 32 Bit.
