Insp. 1150: no sound, usb, modem after re-install and dell drivers

Hi all,
 
I lost sound and usb after having to format my laptop.  After trying to update with latest drivers from dell website, I could not install the sound or modem because it could not locate the devices.  I was able to manually change the sound driver, but both the sound and modem still say "unable to start device" in windows Xp pro system properties...
 
So I reformatted with the dell discs and added the drivers in the order suggested from the forums (i.e., using the notebook software and chipset first, etc, etc.).  Nothing.  Still could not locate or start the devices.   
 
Interestingly, when I install the notebook system software, nothing happens after re-start i.e., no devices are located or anything. 
 
I downloaded the current Intel *.inf files for the chipset, but still no luck...
 
Suggestions?  Is it a hardware problem at this point?

I think the thing is to install the drivers then install XP

Install the drivers first?  How would I do that?  They are not installing now in windows, so I would have to guess you mean outside of windows somehow?
