Inspiron 15-5547 blue screen after signing in

Hi, I have a new (2 days old) Inspiron 15-5547 with Windows 8.1 and when I switch the laptop on it offers me the Hotmail/Live sign in page which I complete and then I just get a lovely blue screen with a bar across the bottom with the windows button in the left side.   It does not respond to any commands by touchpad or keyboard - its locked.

When I first used the laptop it proceeded to the Windows page and I was able to use it as normal, but I have now tried 3 times and each time it just locks after signing in.

Any suggestions, please?
