Inspiron 1505 Dell System Restore Failure

I attpted to perform a Dell system restore on my laptop using ctrl F11 to enter the partition and complete the restore.

All looked fine until the end when an error message appeared stating that the system restore failed and to contact a Dell technician.

My laptop now has a screen with www.dell.com in a blue banner at the top and "PBR 2...donee aon the black screen.

MY OS is XP.

What can I do to restore my laptop to the factory settings.  I have attempted to redo this process with the same results
