Inspiron 1521 will not start with memory installed

I recently had a problem with my laptop not starting.  When I tried to turn it on the caps lock light blinked 45 times and then it shut itself off.  I found that if I removed the memory card then it would start up ok with no errors (just very slow) so I figured I needed a new card.  I got the new card today and installed it and the same thing is happening.  If I remove the card it works!  Any suggestions for a soultion?
