Inspiron 17R SE (7720) - Unable to select 1920x1080 as Maximum Resolution

This is a duplicate post of another post, however the description is a bit vague so I am creating this one to target other owners of the same laptop.

The Issue: I installed Windows 7 Pro on the Inspiron 7720 and I have not been able to get a resolution higher than 1600x900. 

The intel HD 4000 drivers are current.
The Nvidia Drivers are current.
The BIOS version i'm running is A10

Does anyone know how to get 1920x1080 resolution in Windows 7? I got this machine instead of an ASUS because it supported 1920 for a better price, but if it only goes to 1600x900 then I got and should have gone with an ASUS.

The panel displays 1920x1080 while in windows 8, but not windows 7.

If you have all the drivers current and see only 1600X900, you don't have a FHD 1080p (1920X1080) panel.

Check the "original configuration" at support.dell.com using the service tag -- it will tell you what panel you have, but if you can't adjust the resolution, it's almost certainly not the 1080p panel.

HDF+ is 1600X900.

FHD or Full-HD is the code for 1920X1080 -- your system's panel cannot display FHD resolution (it may have looked different under 8 than it does under 7, but it isn't the resolution you thought it was).

This is a dell refurbished machine that was sold as a 17R Special Edition, which lists the 1920x1080 resolution on the display. That said, how would I go about verification that the panel I have, is or is not, a model that is capable of 1920x1080? The dell "current configuration" does not provide details on the panel I have, nor is the original specification fully accurate since this is a refurbished machine. ALL of the configuration show 1080p as the resolution:

They do now, but 17R SE systems are out there with lower-resolution panels

The HDF+ means it's 1600X900.

The outlet lists the 17RSE with a 900p screen as well

Here's an EBay listing for the same system with the same screen part number, clearly stating 900p

That's about as conclusive as it gets short of removing the panel and looking up the specs by manufacturer part number.

HDF+ is the code for a 1600X900 panel. You should see "full HD" in the descriptor.  Other clue:  the systems with full HD 1080p displays tend to be priced at or over $1,000. You seem to know a lot about this so hopefully you can help a bit further.

I have a very large list of Service Tags for 7720s, that I can go through in order to find one that has the 1920x1080 display, however I do not know what 'Part Number' or 'Description' I should be looking for.

Do you know what those values are for the 1080 display?

So far I've seen two:

DXHVC  and 07M6H. both have the description: MODULE..., LIQUID CRYSTAL DISPLAY..., 17.3HDF+, WLED, TLF,
