Inspiron (7720) BIOS Diagnostic Utility dammaged

Hello, unable to boot laptop running for last 2 years Win8. Tried system recovery using 4 CDs from Dell (copy of my images) ... process stops at 50%, sometimes at 99%. Helpdesk in Germany suspected HD crash. Purchased and installed new HD with similar results. Used ANOTHER Dell laptop using SAME HD and Recovery CDs - results : zero issue.
Helpdesk asked me to run  Diagnostic (Bios F12) and this failed.
Does not start and keeps returning to main menu.

Question : What could be issue, the motherboard or the NVRAM (?) that crashed ?
How can repair/update the Bios (probably corrupted ?) - run the 7720A16.exe from a USB stick ?
Any Ideas - I am out of ideas, and only since 2 months out of warranty.

See if you can start the system in the troubleshooting mode. Windows 8 shutdown to bring up troubleshooting mode

If you can get the system to allow you in the BIOS, change it from secure boot to legacy boot. Then tap F8 and try entering in the safe mode with networking. If you can get in, try Resplendence Software - WhoCrashed install and then click on analyze. It will give the reason for the BSOD(if any) I would also try F12 and run the full diagnostics when the system restarts.
